What is the Islamic ruling on a person who falls short in fulfilling the rights of Allah while being keen to fulfil the rights of people?

Answer:
In The Name of Allah the Most Gracious the Most Merciful, and may peace and blessings be upon the best of messengers, Muhammad, peace and blessings be upon him, the truthful, the trustworthy, who fulfilled his promises.
Dear brother, this person will be held responsible for falling short in fulfilling the rights of Allah and will be rewarded for fulfilling the rights of people.
